I don't even think Musk with all his layers of BS on top of other BS has proposed terraforming. Basically they'd be living in self-contained, self-sustaining facilities. Essentially no benefits versus, say, living in such facilities in the deserts here on Earth or something. He just wants the principle of him claiming he did it. |
