@evan If the Gini coefficient is high then the question is moot. At that point the gap between the least and the average (my which I assume you mean median) is far smaller than the gap between them and the powerful.

The question itself is problematic because if we judge a society based on a it's poor and powerless the question arises “why is anyone poor and powerless”? If they were being treated well, they wouldn’t be poor and powerless.
