As of Census 2022, there were ~2.1 million habitable permanent residences, of which 1.83 million were occupied on census night.

Between counties Dublin, Wicklow, Kildare, Meath, Louth & Cork city you have ~.86 million residences, leaving less than 1million residences for the rest of the republic.
It is a huge level of disruption and will take a colossal effort to resolve but it isn't a 1/3 of residences.
