Is #fediverse *intended* to mean the thing tied together by ActivityPub or is intended to mean the bigger concepts?

I'd hate to start changing its widely-used meaning due to ignorance.

I've seen it tied to #activitypub only, but I haven't been paying attention over a long period of time recently.
