If not, that a breach of the GDPR. Long answer: Exception to this is strictly necessary cookies, for this no permission is needed at all. It is then also not needed to have a cookie wall, but sometimes there is and then it can be legally okay to have a cookie wall that only has an OK button. But in this case "inzicht in onze diensten" sounds like tracking that requires explicit and specific consent as described in GDPR. Just referring to the browser settings is evil and illegal, it is not possible to give/withdraw specific permissions. You can only set 'reject all cookies', which breaks many websites, or 'reject third party cookies', which still has many tracking possibilities.
