The @wikimediafoundation will switch traffic between its data centers today (19 March) at around 14:00 UTC.
This is done twice a year to make sure that and the other wikis can stay online even after a disaster.

You will be able to read, but not edit, all wikis for a short period of time.

So both wikimedia 'Application' datacenters (eqiad & codfw) are in the USA (all the others are caching).
Are there any plans to diversify that?
