Counterpoint: every major player on the Internet regards their IPv4 address delegations as significant financial investments and encouraging deprecation of IPv4 would directly devalue those assets.

In short, the companies who are in a position to effect the change are disincentivied from doing so, regardless of technical matters. It doesn't just lack urgency; it is something they'll actively resist.

Sorry, I meant that it was a counterpoint to 'lacks urgency' -- it's in fact actively opposed, not just low on the to-do list.
