I think I know it best and it is fairly easy for me to change things through plugins or themes. I have no idea how accessible it is these days, but we are always willing to improve our plugins to be as accessible as possible. so feedback is always very welcome :)

And in the end, you could also use your webserver (apache/nginx) to redirect , which I would recommend. Rather than putting files into the WordPress root where they might be confusing.
