No, it's not possible at the moment, but it's a very popular suggestion.
If you're comfortable using github (which is the technical back end where many software projects are developed), you can give a thumbs up to hashtags on lists at https://github.com/mastodon/mastodon/issues/7692

Afaik currently #Mastodon lists are just able to include user accounts (that you follow).
