Basically, is the scheduling function built into mastodon, or is it app-specific?

As far as I know, it's app specific. That's why you don't have it, when using Mastodon from the web.

@mina actually I already tried it and it's built in. I am posting via #TheDesk, and the scheduled toots also show up on #Tusky.
from what I see there's no way to see them either in TheDesk or online though. Which is kind of stupid.
Also I now am thinking of just posting on a blog and have them transfer to mastodon via #mastofeed

The scheduling feature is provided by the #Mastodon server software.
But not all apps, clients, GUIs are implementing this feature.
For example #Tusky does.
